It seems to me that any general policy will eventually fail in some edge cases. One would expect that upstream's packages would generally work best but it is entirely possible that some upstreams are terrible at flatpak packaging and provide a worst experience vs some 3rd party packager who knows what they are doing. At the end of the day, you need some QA and manually curated "app" store for best user experience.

I have patched skladnik (kde games) to work on touchscreens. The patches have all been accepted upstream, but after several months, and at this moment are not released. So on Debian trixie the game is playable on a phone, but not on anything else at this moment.

I presume most upstreams won't bother with cves, so there's that problem, that might be insignificant or important depending on how exposed that particular software is.
