Why is tzdata security? An expiring leap second list considered DoS?

(Well, maybe it has always been. It might just happened to catch my attention today.)

Note that this a DLA to bullseye (Debian 11) which is EOL since August 31, so there are probably no way to do a non-security update to it anymore. An incorrect time can break TLS.
