There have been some significant changes, especially
for loadkeys and dumpkeys.  So far I included every
keymap that was contributed, but there are too many,
and when one installs a fresh Linux system, the question
what kind of keyboard one has was getting uglier.

So, I have tried to create some order - on the one
hand adding directory structure: /usr/lib/kbd/keymaps
now has subdirectories amiga, atari, i386 and sun,
and for i386 there are subdirectories azerty, fgGIod,
qwerty, qwertz and dvorak again, so that distributors
have the possibility of showing a slightly more satisfactory
keyboard-layout-choosing dialog at install time.

On the other hand, the keymap grammar now knows include files,
and the use of include files not only makes the total collection
of keymaps much smaller, but also shows more clearly in what ways
various keymaps differ.  Minor differences in keymaps that were
unrelated to language or keyboard have been removed.

I also added handling of compressed fonts.
Interestingly, gzip does better than bzip2.
