Are you still running a lot of gettys from init? 
And most of the time they're sitting around wasting ressources? 
But sometimes you really need lots of virtual consoles just like me? 

Then this is the program you have been waiting for. I have been waiting for
it for too long, and finally I wrote it myself :)

consd - virtual console management daemon

consd manages virtual consoles silently in the background. It starts and
kills gettys there depending on how many gettys are just sitting around
and waiting (and wasting ressources). Usually, consd ensures there's always
one (and only one) getty waiting for someone to login. The virtual consoles
with lower numbers are preferred.

consd does not interfere with gettys started by init.

It's small, simple, useful.
Get it, try it, like it :) or remove it again :))

As always - if you can't find it on the ftp servers listed below, try the 
'incoming' directories.
