BSD-securelevel was *already* in the kernel and is being *dropped*. *capabilities* replaces securelevel and replaces even the notion of a 'root' user. being root is emulated by having a set of capabilities. capabilities and securelevel are different things. capabilities are in, securelevel is out. Linus rejected a patch that would increase the use of BSD-like securelevel in the kernel.
