There's another article like this floating around, perhaps this article is a abridged version of that. I can't put my fingers on it right now, and won't go looking for it, but that other article has two statements attributed to John Stenbit.
The second one says something to the effect that, for whatever reasons, software to be used by the DoD must pass tests by someone (the NSA?), and so far, no open source software has passed the tests.
Unfortunately, hardly a win for open source software!
