The obvious answer to all these problems is make the punishment for attacks on computers more of an deterant and i mean get seriously nasty with people/governments that attack other peoples computers .

None of this human rights pussy footing about smack hands naughty boy dont do it again stuff ,

10 years HARD labour down a quarry breaking rocks type thing is more like it
and total isolation of a Country till the perpertrators are handed over to be dealt with in the affected Country by the affected Country's leagal system
no holds barred

Want to stop things thats how get tough make life unbearable for those of a criminal leaning .

I don't think you're going far enough here.

Interference with a computer system is a crime so heinous, so terrible, that it warrants nothing short of the death penalty. And none of these endless appeals, either -- justice must be seen to be done.

If you're dealing with a recalcitrant country that refuses to deliver its script kiddies for justice, then there's always the nuclear option.
