Subject:  Allow userspace do something special on overtemp

Hi!

This patch cleans up thermal.c a bit, and adds possibility to react to
critical overtemp: it tries to call /sbin/overtemp, and only if that
fails calls /sbin/poweroff.

Could it be applied?
