I'm missing something here. Intel and the GCC folks have already worked out a standard for C++ compilers, and while they don't have 100% perfect compatibility, it's increadibly close.

It sounds like the problem is more with libstdc++, and there I have to say the logical choice is to go with the version included in gcc 3.4. There are simply dramatic improvements in the quality and efficiency of the libstdc++ code base.

Honestly, if they aren't going to go with 3.4's libstdc++, I think they should just forgo having C++ in the LSB standard altogether. Yeah, it's a pain, but that allows for LSB 2.1 to come out with C++ at some later date.
