I'd like the term 'digital content control technology' to replace
'digital rights management' in the common vernacular, since it's more
accurate and arguably less loaded. And before you say so, yes I'm
probably living in a dream world.

rms has a good take on the subject. In plain English, DRM means Digital Restrictions Management: a much more honest way of describing the situation.
