Certainly the early 1.3 releases were feature-light, and buggy, but I don't know of anything remaining to bring over. (I must admit I preferred where it put new, blank tabs in 1.2, but there are lots of things that are better in 1.3.16.) I suspect you just haven't tried a 1.3 release lately.
