1.3.x releases are what everyone actually uses. They're full of gtk2.4/gnome2.6 goodness and have an excellent intuitive interface, with some previous complex configuration options being replaced by intelligent code to make them redundant.
Some of us disagree with that to such an extent that we're jumping ship to other browsers rather than upgrade. (A shame: Galeon still does several things, particularly in the bookmark area, better than Moz.)

Galeon 1.3.16 released

What is there in 1.2.x that still isn't in 1.3.16? Certainly the early 1.3 releases were feature-light, and buggy, but I don't know of anything remaining to bring over. (I must admit I preferred where it put new, blank tabs in 1.2, but there are lots of things that are better in 1.3.16.)

I suspect you just haven't tried a 1.3 release lately.
