In fact, the CVS website https://www.cvshome.org/ recommends Subversion. That site was recently broken into. The attacker exploited a bug in CVS. Anonymous CVS access to CVS sources wasn't reopened after the site returned online.

Switching from CVS to Subversion doesn't change the organization of the project. Both are server-centric. Arch is decentralized. Switching to Arch from CVS may require changes in the way how the developers interact, not just what tools they use.
