I understand your confusion. I dont think the Caldera 
Beta site currently explains the process very well.

There are two type of beta:

1) Closed Beta

Caldera will select sites to receive the beta. To 
apply you complete the form at:

http://www.caldera.com/products/beta/app/

2) Open Beta

Anyone who signs up will have access to the beta. To 
apply you sign up at:

http://www.caldera.com/products/beta/app/signup.html

Hope this makes it clearer.
