OK! I see the vulnerability and its proposed IETF fix. Is this fix in Linux kernel?

I agree, so I don't understand why the IETF and Cisco people are pushing this "fix". Why do the Linux (and OpenBSD) people see this as a bad idea but not the Cisco people?
