Release of libxml2 2.6.9

It was time for the monthly release:
ftp://xmlsoft.org/ (also availble though rsync and HTTP now)
http://xmlsoft.org and GNOME mirrors
This release has one small new item, the implementation of xml:id draft,
otherwise it is mostly bugfixes and small improvements:
* implement xml:id Working Draft, relaxed XPath id() checking
* bugfixes: xmlCtxtReset (Brent Hendricks),
line number and CDATA (Dave Beckett),
Relax-NG compilation (William Brack),
Regexp patches (with William),
xmlUriEscape (Mark Vakoc),
a Relax-NG notAllowed problem (with William),
Relax-NG name classes compares (William),
XInclude duplicate fallback (William),
external DTD encoding detection (William),
a DTD validation bug (William), xmlReader Close() fix,
recusive extention schemas
* improvements: use xmlRead* APIs in test tools (Mark Vakoc),
indenting save optimization,
better handle IIS broken HTTP redirect behaviour (Ian Hummel),
HTML parser frameset (James Bursa),
libxml2-python RPM dependancy,
XML Schemas union support (Kasimier Buchcik),
warning removal clanup (William),
keep ChangeLog compressed when installing from RPMs
* documentation: examples and xmlDocDumpMemory docs (John Fleck),
new example (load, xpath, modify, save),
xmlCatalogDump() comments
* Windows: Borland C++ builder (Eric Zurcher),
work around Microsoft compiler NaN handling bug (Mark Vakoc)
