I imagine a lot of folks are wondering why Utah is the first state to pass legislation like this. I think it's directly related to these statistics: the U.S. Department of Commerce named Utah the top state for computer ownership, and a New York research company ranked Salt Lake City first in number of households with a computer. http://www.econdev.slco.org/content/labor_l11.cfm
