I believe that such a regulation should not apply to all software, neither at every stage of development of certain software.Why not? I personally believe that all software should be Free Software, no exceptions. As a temporary transition measure away from the proprietary model, I would support a 3-5 year copyright term with mandatory source code escrow and disclosure under Free Software terms at the end of the term.
