In case anyone's curious about the reasons for the delay, the new system for assuring that all uploads to the GNU FTP server had proper digital signatures refused to accept files with "+" in their names, making it difficult to get the C++ support uploaded. There were some other "training" issues as well, as the GCC release team had never used it before. But this is presumably a one-time issue that won't bite us next time.
