notwithstanding the larger question, why would anyone statically link to xlib ?

For a linux distributor that wanted to make, say, an installer or rescue cdrom that only used lowest common denominator graphics and was supposed to run before the bulk of the software got installed, I can imagine static linking making sense. An embedded application could be another example.
