Draft Status
---------------
Andrew reported that the ISO ballot at SC22 for approval of Technical
Corrigendum 2 (TC2) had started on Jan 14, and runs thru to April 14.

He reported that with the approval of TC2 from IEEE (Feb 9 2004) and The
Open Group (Dec 18 2003) the next stage is to prepare the publication.The
initial target is for the TC2 publication itself (just the changes) at
the end of February and the next merged document on March 31 2004. These
would be just IEEE/The Open Group editions. ISO/IEC just wishes to publish
the TC2 publication and not a new edition of the standard this year.

Andrew requested input on the change bar marking for the next
merged edition. Feedback was that change barring from the 2004
to 2001 editions was desired.

Andrew requested comments back on the draft change history
that has been circulated (see Austin/206 for the complete set
of change history).


Defect Report Processing

The group picked up on the latest batch of defect reports,
which are available at the following URL:

XCU ERN 14 diff -u should be specified in the standard Accept as marked

This is an enhancement request. It was agreed that this should go down
the future directions track, the submitter should be referred to see
Austin/112r1 for more information. In particular a proposal of changes is
required, and that proposal should include a survey of existing practise.

XCU ERN 15 STDOUT format of  the locale utility OPEN

During the meeting we came to agreement on the following change:
On 2003 edition p 554 line 21352
change
"The names of those LC* variables associated"
to
The names and implied values of the LANG and LC_* variables associated

After the call Don requested that we keep this item open
for further consideration.

XSH ERN 30 system() reqt for fork() and atfork handling  Accept
as marked below


Change from:
"The environment of the executed command shall be as if a child process
were created using fork(), and the child process invoked the sh utility
using execl() as follows:"
                                                                                
To:
"The system() function shall behave as if a child process were created
using fork(), and the child process invoked the sh utility using execl()
as follows:"
                                                                                
and then add
"It is unspecified whether the handlers registered with pthread_atfork()
are called as part of the creation of the child process"
                                                                                
after that (after 45853).
                                                                                

The group felt that some application usage ought to be added,
and drafted some initial wording below:
"Using the system() function in more than one thread in a process or when
the SIGCHLD signal is being manipulated by more than one thread in a
process may produce unexpected results." 

However this is felt not to be right.
Since Larry Dwyer has an outstanding action item it was agreed
to await his proposal prior to adding the application usage.
It was agreed that Andrew should add this item to SD/5 (items
needing future attention)

ERN 31 clock_nanosleep and the setting of errno REJECT

The proposed change is unnecessary, since the function defines whether
an error is returned through the return value. Applications should only
examine errno when a function states it may set errno.


ERN 32 fadvise/fallocate with len arguments -1  Accept as marked.

We agreed with the proposed change. The way this is to be handled
is still to be decided on whether this is a TC3.

An interpretation would say that this is an unaddressed issue
implementations could do either behavior, 
would include an editors note with the proposed future revision.

Next Steps
-----------
Andrew  will update the aardvark reports with the latest inbound
defect reports.

We do need to discuss what the strategy is post TC2.

The next teleconference call is scheduled for February 26 2004
