Due to the decentralised nature of Debian, making a new release is a two-step operation:
1) The updated packages are copied to the ftp master archive and
pushed to the mirrors.
2) The CD-ROM isos are rebuilt and the documentation is updated.
At this point the release is announced.
The delay between 1) and 2) is normally than 48 hours.
Unfortunately 1) happened Thursday (the day of the exploit), so
2) get delayed until now.
Usually no one notice the delay between 1) and 2) because a minor release update normally make very few change that are not already in the security updates. This one carry more changes than usual because it was delayed for several months due to the difficulty of updating kernels on some architectures.
