From this base, source tracking RedHat's security patches should be fairly easy. And if you don't want to spin it up in-house check out White Box Linux http://www.whiteboxlinux.org/, and the cAos project's soon-to-be-released cAos-el distro, www.caosity.org Both of which are following this route.
