Indeed, and every member of that "public" requires photo identification, often a personal meeting with an existing developer, a GPG signature, and an official advocate who is already a developer.

If a developer him or herself does indeed trojan the system (unlikely -- most crackers don't have that kind of patience, especially for real-life interactions), there will almost certainly be a trail back to that person.
