It addresses most of the ways a non-free software vendor can lock the user in to ongoing rental payments. By not specifying the license terms, it makes plain that this is not about "open source"; it's about software freedom for users. Let's hope that these directives prove to be as well-worded as the (translated) press release indicates. Let's hope they are followed. Let's push for our own respective governments to adopt similar directives. Let's hope that all users demand the same.
