About The Open Group's COE Platform Certification Program:
(See also http://www.opengroup.org/certification/idx/coe.html)

Widely deployed in the US Defense Department, the Common Operating
Environment (COE) provides a foundation for building
open systems. It provides a standard environment, a set of standard
off-the-shelf components, and a set of programming standards that describe
how to add new functionality to the environment.

The COE Platform certification program is an industry supported
certification program providing a level of assurance that a system
can:

Provide services to applications software through conforming APIs

Present a specific appearance and behavior at the Human/Computer
  Interface level

Execute the Government Supplied Kernel Source code with the consistent
  required behavior

Ensure that COE applications can be installed correctly and without
conflict with other installed COE applications.

Demonstrate interoperability and data interchange for a basic set of
  Internet Application level services

Provide a minimum set of security features and security configuration checks

Provide for installation and operation from the suppliers documentation
from "out of the box" without any specialist knowledge.

This evolution adds the Linux operating system, building on LSB Certification
as described in the DISA Cross Compliance Criteria.
