Yes, FirefoxOS doesn't make sense if you assume that Mozilla does Google's bidding. The explanation is that your assumption is wrong.

In any case Firefox OS isn't a threat to Android in any meaningful way. You've been able to buy a cheap ($20) HDMI stick that plugs into your TV and turns it into a decent Android console for at least a year. Android is expected to ship a billion units this year on hundreds of phone models. It does far more than Firefox already, and is largely open source. Google are probably just confused about why Mozilla are doing any of this.
