Welllll... basing on Ubuntu doesn't mean you have to use the whole Ubuntu stack. It's not even necessary to avoid using common technology while making different choices about the default display tools and availability of gui apps.
I mean you might be right, but I'm not too certain, myself.

I would expect the thing to boot directly into Steam Big PIcture mode and exclude window management, printing, the desktop, etc. It just needs graphics sound and input drivers.
