If SteamOS uses an up-to-date Xorg / Wayland / etc. stack then I'd definitely be buying more Steam games just for the trickle-down effect on mainstream Linux distros benefiting from less buggy drivers.

Gabe Newell is no fool. You can bet he's closely watched Google's experience with Android, and has seen what happens when you have to re-merge later after a fork.
The simplest thing for them to do is most likely to deploy an OS on top of the stock kernel. That lets them control everything they wish to control, and get as much assistance on the rest of the stack as they could want.
They don't need to create a console that can't be copied. Like Google with the Play store, their money is in the distribution rights--and they already have those.
This also means that SteamOS is definitely not a permanent thing. The moment PC hardware stops seeing continual improvement, is no longer performance-competitive with some other platform, and their users have moved on, they'll move on, too.
(No guesses as to when that will happen, though; the PC is the Lich of computing platforms...)

Of course, valve believes that openness is the way forward for gaming and that this will be on Linux, or something like Linux. So they probably think that getting their ecosystem onto Linux will enable it to continue past the PC, as Linux will as well.

SOS is reportedly based on Ubuntu. So it would rather bring tremendous push for Mir.

Welllll... basing on Ubuntu doesn't mean you have to use the whole Ubuntu stack. It's not even necessary to avoid using common technology while making different choices about the default display tools and availability of gui apps.
I mean you might be right, but I'm not too certain, myself.

I would expect the thing to boot directly into Steam Big PIcture mode and exclude window management, printing, the desktop, etc. It just needs graphics sound and input drivers.

I would expect them to specify a hardware standard for SteamOS so they aren't trying to support every device under the sun but really only a limited subset of GPUs, chipsets and peripherals. SteamOS may work on random devices but I imagine it will only be supported by Valve on SteamBox(tm) compatible hardware.
