Merging lock elision into glibc

IMO, it would be nice to have this behavior available depending on environment variable. It should default to "off" for a couple of glibc releases then it should be changed to "on". After 5-10 years it can be removed altogether.

The right question to ask is if there *cannot* be any real programs out there that depend on it (now or in the future) -- which we can't know, so we have to conservatively assume that such programs exist.
