Well it's not about developing, it's about maintaining the code and the cost to have the code in the source tree. So yes anybody is more than welcome to implement it, but don't expect that we as upstream will allow the code in our source tree as that passes the maintenance to us. We would have to adjust the code if we do changes, etc. That's what I understand under maintenance.
