Much the same way that someone who doesn't have a C compiler can still compile gcc.
The tutorial linked at the end of the article contains instruction that worked for me.

Worked for me too, eventually. I was getting
error: can't find crate for 'core'
when I tried to compile anything, which was caused by having my umask set to 077 during the build/install process. I changed the permissions on /usr/local/lib/rustc and a few other things to get it working.
