That wouldn't be a good idea. Almost all IP-using protocols maintain an estimate of the "path round-trip time". Using multiple paths at the IP layer would lead to high variability in the estimate of the round trip time. Thus those protocols wouldn't be able to optimise throughput, flow control or buffer usage.
