I'll agree with Schneier that we should always broadcast mellow, neighborly messages.
And quietly harden our systems. No amount of warm, fuzzy rah-rah is going to do much about those negative, predatory aspects of human nature.

War is the health of the state.

Governments use war as a means to increase control over their own populations. It distracts people from economic crises caused by mismanagement, gives excuses for trampling of rights, justification for increase surveillance, and the means to stomp on any dissenters and political rivals. Not to also forget that along with war comes increased taxes and massive profits for people in positions to take advantage of it.

The 'cyber wars' are a manufactured crisis used for the same purpose that other 'wars' have been used for since the beginning of the modern times: Exploitation.

What's going to be more interesting in the near term is how war is used to paper over certain infelicities in the bookkeeping.
