Aren't you confusing NixOS and Gentoo?
AFAIK NixOS is based on a "functional" packager manager, so I'm surprised that it needs to "recompile everything on change".

No, I'm not confusing anything. NixOS compiles packets on install, just like Gentoo. That also allows it to install local packages for non-privileged users.
