I have never used Fedora Live CD except for rescue purposes, but as I understand it, it has only one kernel, so going into the boot loader prompt to choose another one or set the boot parameters differently than the previous time is not used very often.
Anyway, how would the live media bootloader determine whether the previous
boot was successful or not?

Um, yes! There are people who use live media to boot into Fedora on a regular basis. You may not be one, but that doesn't mean that they don't exist.

You should have read the comment you were replying to in the first place :) I was referring to regular live-media users, of which there are quite a few.
