An important subset of Fedora users, namely Fedora developers, boot their systems quite often. Instantiating a virtual machine (VM) involves significant chunks of booting: getting from nothing to a "login" dialog or shell prompt. VMs can be used tens of times per day when fixing bugs or developing in the first place, because they help provide a controlled environment.
There are many Fedora users who use one-person machines of various kinds only while awake, and for whom cold booting on a weekly or daily basis is [should be] a reasonable choice.
