If Mark is not convinced its *his* problem. It doesn't mean ubuntu can't do rolling releases and sustain the same users. The same applies to Fedora as well.
If Arch linux, gentoo, open Suse(tumbleweed) can do it, why not Ubuntu or Fedora?

They may have fixed this by now, it's been a couple of years.

With Arch Linux we don't talk about releases unless we're talking about the release of individual upstream projects. For the most part, we don't have large groups of packages that release all at the same time unless that's how it comes from upstream. This happens for example with KDE, for example.
If you're trying to put a version number on your distribution, you're not really rolling.
