The Python project has announced
that it is trying to ease the process of signing a contributor agreement
through the use of Adobe's "EchoSign" service. "Faxes fail, mail
gets lost, and sometimes pictures or scans turn out poorly. It was time to
find a more user-friendly solution, and the Foundation is happy to finally
offer this electronic form."

Not sure about how accessible that service will be, the contributor agreement appears to be one big image and there doesn't appear to be any ALT text for screen readers.

What I couldn't gather from TFA: is there a fallback, or is it "EchoSign or else"?

It's not that hard to find: Click the article, click the first link (to the actual agreement you have to sign), scroll down.
Postal, fax and email details for submitting the same form.
