How do you know? It seems we are both right. In the word-processor, importing an SVG image does indeed convert it to a bitmap. However, if I do the same thing in the drawing program, it comes in as a vector image. I can right-click on the picture and select "Break" which breaks it into its vector components that I can manipulate further in the drawing editor.
