I'm amazed noone mentioned Chakra Linux:

Originally based on Arch, it tries to provide a stable base and keep user apps up to date (half-rolling releases they call it).

It is pure Qt/KDE, with GTK apps delivered in bundles ala PC-BSD's PBIs.
