Note they're not actually soliciting for developers - just designers. Likely they already have some of this functionality already, and they're asking for design ideas.
Whether sticking up a wireframe for $whoever to pick and choose from constitutes "community involvement" I'm not sure - it involves the community I guess, but I don't think they're saying the basic apps will be designed and defined purely by "the community".
