This is documented as a current limitation in the fedup wiki page. You can upgrade to Fedora 17 using preupgrade or yum and then fedup to Fedora 18 as a workaround.

Which is a poor workaround as it involves downloading the entire F17 distro that I have no intention of ever using, just to immediately overwrite it with F18.

F17 was the release that included /UsrMove ... so _don't_ use yum to upgrade from F16 to it.

If you follow your link there is a giant yellow warning box at the top of the screen telling you not to do what you are recommending.

Well, thats handled entirely via the dracut module rather than yum.
