A proposal for "rebooted" Python asynchronous I/O support

Much of the discussion on the Python mailing lists in recent times has been devoted to the topic of a new framework to support the development of "event loop" programs in Python 3. That discussion has been pulled together into PEP 3156; there is an accompanying reference implementation currently called "tulip".
