Or maybe bureaucracies do not want to make deals with one-day firms supplying them software and disappearing right after bank transaction finished.

Which is why Free Software pretty much only makes sense, from the vendor's point of view, as a support contract (or a rip-off, admittedly).
But all you need is a savvy education board signing a support contract with Quality of Service, and the Free Software vendor pretty much has to stick around to collect the cheque.
