Since systemd will not work on BSD and Hurd kernels, there probability that somebody would try to force Debian to not support any other init systems is slim to nonexistent.
OTOH, a policy change which requires systemd support (there are, for instance, a few packages whose init scripts don't use the standard LSB functions) is something I'd appreciate.
