PulseAudio 3.0 released

Version 3.0 of the PulseAudio subsystem is out; see the release notes for details. "The tl;dr version for the lazy is: easier setup when your device is a Bluetooth source, some ARM NEON optimisations, configurable latency offsets, ALSA UCM [use-case manager] support for embedded folks, and a _lot_ of other fixes and infrastructure changes."
