How exactly does hiding a config option free up time to clean other code? How many lines does having a proper GUI toggle for this feature take? I woud guess about 3? And maintaining those 3 lines prevents Mozilla from cleaning up other code? Are they actually serious?

They're not talking about "hiding" the option -- it's already hidden in recent Firefox versions. They're talking about removing the (hidden) option to relocate tabs on top/bottom entirely. That's certainly more than "3 lines of code".
