If the monitor is a CRT getting it's feed from a VGA cable, change the voltage on the cable and it changes the display instantly.
...but not necessarily the part of the display you want to change. If the electron gun has just passed the bit you were interested in you might have to wait up to 1/60 seconds to update that bit.
