To be really fair, the service configurations have to be tailored to each init system (Fedora is getting there now, some 2 years after starting with systemd). Besides, systemd (and I presume upstart too) make some code in the daemon moot, it would have to be ripped out/restructured to do a complete comparison.
Besides, "boot speed" isn't all important. Managing services, how easy is it to handle security, does it simplify the task of writing daemons (factor out error-prone functionality) all should have a say here.
